Riverfront Extension Archives

Since 2016, the KC Streetcar Authority, along with partners with the KC Area Transportation Authority, the City of Kansas City, Missouri, and PortKC, have been exploring a streetcar extension to Berkley Riverfront. Below is an archive of project development.

On September 11, 2020, the KC Streetcar Riverfront Extension project meets the criteria for a Documented Categorical Exclusion. Pursuant to Section 106 of the National Historic Preservation Act, 36 CFR Part 800, FTA determines a finding of “No Adverse Effects to Historic Properties” as a result of the project. The SHPO concurred with this determination on December 18, 2019. Pursuant to 23 CFR Part 774, FTA determines that no land, feature, or attribute from a Section 4(f) resource will be acquired or substantially impaired by the project; therefore, there is no use of Section 4(f) property associated with the project.

The contract team led by Burns & McDonnell issued this report in August 2017 to the KCSA, KCATA & Port KC on the KC Streetcar Riverfront Extension & Multi-modal Feasibility Study.

The KC Streetcar Riverfront Extension Feasibly Study consisted of:

  • Purpose and Need of Extension
  • Extension Alignment and Configuration
  • Operational Strategies
  • Capital and Operator Costs
  • Financial Feasibility
  • Public Participation and Input

The KC Streetcar Authority, along with Port KC and the KCATA, performed a study to assess general feasibility, potential, and merit for northern extension of KC Streetcar to connect to Berkley Riverfront Park. Beyond the KC Streetcar, the feasibility study looked at all transit options to connect downtown to the Riverfront including biking, walking and on-demand transit. The Kansas City Streetcar Authority, Port KC and the Kansas City Area Transportation Authority (KCATA) serve as partners on this preliminary study.

Berkley Riverfront Park is adjacent to downtown Kansas City and the existing downtown Kansas City Streetcar starter-line. The Riverfront district has long been planned for improvement and redevelopment but has been hindered by limited access due to topography, railroad tracks, and constrained transportation connections despite its close proximity (1/2 mile from current route).

A northern streetcar extension would link the downtown core at 3rd and Grand directly to our historic riverfront, providing valuable recreation and quality of life benefits, and serving as a catalyst for activating, densifying, and expediting development plans currently underway.
