On February 26, 2018, the Jackson County Circuit Court finalized the schedule for the third and final vote necessary to activate the Kansas City Main Street Rail Transportation Development District (TDD).
This would give the TDD the power to impose the TDD’s revenue sources that would generate local funding to support the Main Street extension of the KC Streetcar. The Main Street extension would run from Union Station to the vicinity of the University of Missouri-Kansas City at approximately 51st and Main Street. The TDD’s revenue sources would not begin to be collected until the extension is ready to begin construction, even though they are being authorized now to meet federal funding application requirements.
Registered voters residing within the TDD must complete the application by the deadline of April 3 in order to receive ballots from the Circuit Court. Applications are available for download at https://16thcircuit.org/streetcar starting Monday, March 5. In accordance with Missouri law, all mail-in ballots must be notarized. Ballots are notarized free of charge by any Public Notary. Voters are encouraged to read the ballot language here.

Ballots will be mailed on May 1, 2018, only to those who have timely and validly applied for a ballot. Ballots will be due for return no later than 5 p.m. CDT on June 12, 2018 in accordance with instructions on the ballot.
IMPORTANT: You must be a registered voter residing within the boundary of the proposed District in order to submit an application for a ballot. A map of the boundary of the District may be obtained at the Jackson County Courthouse, 415 East 12th Street, Kansas City, Missouri 64106, Third Floor, Room 303, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except legal holidays, or view the map online at https://www.16thcircuit.org/streetcar. Contact the Kansas City Board of Election Commissioners at (816) 842‐4820 if you wish to register to vote. You must include proof of voter registration from the election authority when returning the application. Proof of voter registration includes a copy of the applicant’s official Voter ID card, or a written statement from the Kansas City Board of Election Commissioners confirming voter registration status of the applicant, or go to www.kceb.org to print proof of registration using the “Check Your Voter Status” box. Voter registration will be confirmed prior to mailing of ballots.
In August 2017, the formation of the Kansas City Main Street Rail TDD was approved and in October 2017, the TDD Board of Directors were elected. The TDD is a separate entity from the Kansas City Streetcar Authority and the City of Kansas City, Missouri. The TDD Officers are:
